Kuwait | Changes to Employment Regulations, New Labour Laws for 2016

The Government of Kuwait is making some major changes to employment regulations which will come into force in 2016. A draft resolution is expected to be submitted to the Minister of Social Affairs and Labor and Minister of Planning and Development Hind Al- Subaih before the end of this month. 

The proposed changes include:

Passports: Employers will no longer be allowed to hold employee passports

Travel Permits: Newly established Public Authority for Manpower (PAM) will grant travel permits to allow employees to leave the country.

New Employment Contracts:

  1. Mandatory health insurance for all employees
  2. End of service indemnity
  3. Flight home at end of contract
  4. 100 day probation period
  5. Length of contract open or limited according to agreement between employer and employee
  6. Hajj leave of 21 days for first Hajj visit permitted after 2 years service.
